Additional Engineering Analysis and Environmental Review of Fish Screen Project: The Bureau of Reclamation (Reclamation) intends to issue a cooperative agreement to West Stanislaus Irrigation District under the authority of Catalog of Federal Domestic Assistance (CFDA) PL 102-575 Central Valley Project Improvement act, Sec. 3406 (b)(21) Fish, Wildlife, Improved Water Management & Conservation. Estimated total amount of agreement is $3,844,460 with Reclamation providing $1,244,460 in Fiscal Year 2014. The purpose of the Additional Analysis and Environmental Review of Fish Screen Project is to provide environmental review of alternative fish screen sites. The principle objectives of this project are: 1) Provide project management and administrative services; 2) Conduct agency coordination and subcommittee meetings and coordinate efforts with participating entities (including agencies, landowners and contractors); 3) Environmental compliance and permitting; 4) Preliminary design; 5) Design, Estimating, and Construction (DEC) Review; and 6) Incorporate Refuge flood and ecosystem objectives in the Final Design. (Refer to the Notice of Intent to Award Announcement No. R13SA20038 for additional information). A Determination by the Government not to compete this proposed financial assistance agreement based upon Departmental Manual 505 DM 2, paragraph 2.14 (B)(2) & (4) is solely within the discretion of the Government.
