Scoggins Valley Park Accessibility Improvements: This project seeks to make four ADA-related improvements to Henry Hagg Reservoir, also known as Scoggins Valley Park, which is owned by the US Bureau of Reclamation (Reclamation) and managed by Washington County Parks (WCP). Improvements include adding two ADA-accessible restrooms, a new ADA-compatible park entrance sign, and a new ADA path connecting the south parking lot at C-Ramp Recreation Area to an ADA-accessible restroom. All work will take place between 7/1/2017 – 6/30/2020. ADA-Accessible Restroom #1 C-Ramp Recreation Area is a very popular and well-used 28 acre destination within the park. It is home to the most popular boat launch facility, a picnic pavilion, snack and boat rental concession, trails, picnic tables, and a large grassy area that many people use to access the water for wading and swimming. While there are existing restrooms at the site, the north end near the fishing pier is underserved and currently the public is served by year-round portable restrooms which are expensive, hard to maintain, and hard to use. The direct route to the existing restroom is over 1/10th of a mile through a large, busy parking lot. Adding a vault toilet at the north end of C-Ramp Recreation Area will provide a safe, clean ADA accessible restroom adjacent to the ADA-accessible fishing pier, ADA parking spaces, ADA picnic tables as well as other amenities, improve safety and serve the general public of all abilities. ADA Accessible Path C-Ramp's southernmost restroom is only 56 feet from the apron of the south parking lot but because of a steep and rugged slope and lack of accessible pathways, patrons must travel at least 1/10th of a mile out of direction through a busy parking lot to utilize ADA-accessible pathways to get back to the restroom. The addition of a new ADA path/ramp will make a safe and accessible improvement for park patrons. ADA-Accessible Restroom #2 The restroom at Elks Recreation Area has been closed for several years and this very popular fishing spot is now served year-round by portable restrooms which are expensive, hard to maintain, and hard to use. The restroom was closed because there is no water source to serve the flush toilets. Replacing it with a vault toilet will remove an unattractive and obsolete building, eliminate the need for portable toilets and add a modern, ADA accessible restroom for park patrons. ADA-Compliant Entrance Sign Henry Hagg Reservoir has more visitors per year as than Crater Lake National Park and does not have an entrance sign. A new park entrance sign utilizing ADA standards and guidelines for signage will present a welcoming improvement for park patrons of all abilities. The sign will also be compliant with USBOR standards and have the USBOR and Washington County Parks logos on it. No substantial involvement on the part of Reclamation is anticipated for the successful completion of the objectives to be funded by this award. It is anticipated that Reclamation's involvement will consist of standard federal stewardship responsibilities such as monitoring project performance, technical assistance at the request of the recipient, etc.
